What counts as duplicate content?

I added a new site to my Ezoic account and it has been rejected as "scraped/low value content". I have used some of the content from my existing site, but I wouldn't describe it as "scraped" - it's presented differently. I also have new content that is not in any way on the old site, but is on the same subject. I'm unclear as to whether the problem is that the content is too similar, or that I can't have a second site that deals with the same subject as the first site.

Specifically, I have 2 fitness sites. The first has various categories of workouts, including fitness challenges. I want my new site to focus on challenges only. I'm happy for this to be content that does not appear at all on the first site, but is that acceptable or is the problem that I can't have 2 sites featuring fitness challenges?

When creating content you want it to be original and not copied from other content so it may be worthwhile starting again on those related articles.

With the second site for fitness as long as it is original and does not copy the other site than this should be of no issue.

Once you have made the changes to the denied site let us know and we can see about submitting it again.

Thanks for your answer, that's good to know. I've taken down the non-original content now. The "reapply available" button isn't active at the moment, but I'm not in a hurry the site doesn't currently have much traffic.
