A page being "indexed" means that Google have decided to show it on Google Search, so that users can find it when searching for that topic or for your site. A page appearing in the "Not Indexed" section of Search Console means that Google have checked that URL and have decided it's not something that they think belongs in search. This does not impact any URL's ranking, except for the one listed. Google expect to find URLs on your site that don't belong in the search index. The page that has been flagged as a Soft 404 is not a page that you would want showing on Google Search, as it's empty.
That said, while it won't impact your rankings - in the specific case of this soft 404 error, it may have a slight impact on your crawl budget, as Google is having to crawl the page to determine this. To rectify this, you can implement one of the following:
1. Change the HTTP Status Code of the page: Update the HTTP status code of the soft 404 page to return a 404 (Not Found), as Google are expecting to find.
2. Add a 301 Redirect: Consider implementing a 301 (Permanent) redirect to the homepage or another relevant page.
