The spinning wheel is usually down to needing to log out of the Dashboard, clearing your cache / cookies / history, then opening a new browser window and logging back into the Dashboard.
Alternatively, if you have any ad blockers enabled, those will prevent you from accessing certain parts of the Dashboard as well, and need to be disabled.
