Unfortunately these can only be activated on deesktop (I've just checked and they're active there). Due to the ad size that fills on other devices, having an 'x' button next to is against Google's policy as it can be seen as encouraging accidental clicks.
We do extensively test all ad types we activate on sites however, and these have not been found to have any negative impact on UX without the dismiss button. that said, if you're having any specific issues with it just let me know.
