Ads isn't visible sometimes

I have verify this by checking the recording the user behaviour, whenever the site load it sometimes it shows the ad and sometime not just a white background even though I have only two ads one is the anchor ad and another one is under the title ad. I have checked everything I can check like using it on incognito mode, etc

It depends on advertisers choosing to bid. That influences the fill rate for ads. For instance, advertisers may choose to bid based on the visitor's location, behavioral profile and other data.
