I would suggest you disable any third party caching - at your host and via plugins - and you should see improvements to the cache hit rate.
Bear in mind as your traffic is low it will be difficult to have a perfect cache hit rate. For example, a single cache miss on your site will be more detrimental to the overall cache hit rate than a site with more visits, as it'd bring down the cache hit % more.
