We discourage publishers from using the one-time pagespeed insights tests to determine if their user experience is 'fast' or slow. There are many flaws with this method of making decisions based on PSI tests, we can expand on them if you'd like just let us know.
What we would suggest is looking at BigData Analytics to see how your user experience metrics are fairing. From there, you can use LEAP to monitor core-web vitals metrics - those are the only metrics Google uses as a ranking factor, and they only account for around 2% of all ranking factors.
When it comes to 'speed' the most important thing is that your users have a smooth experience on the site. We don't want to hyper focus on a 'number score' or particular metrics related to speed but rather on the user experience, because that's what helps with ranking, organic traffic, and higher earnings.
