Those are just recommendations, not necessarily errors. You will want to log in to LEAP to review additional steps to take.

I can see you have already enabled Static Asset Cache Policy through LEAP. If you are asking why Google PSI diagnostics still mention this option even though you have already enabled it, that is something on their end. It's possible that they simply listed it as general advice.
It makes no sense that if I have all those options enabled in ezoic leap, Google PSI will give me that as a recommendation. It's like Google PSI isn't seeing it. This is what PSI says about the recommendations: "The most important aspect of the results that the test offers you are the recommendations, that is, all those optimizations that Google detects as opportunities to improve the performance of your website."
In other words, if you are not seeing it, it is because somehow Ezoic Leap is not working even though the options are enabled.
Could you please investigate from your side?
There's no evidence that just because a PSI test isn't picking up a technology, that it's not 'working' on a site.
There's flaws to how the PSI test looks at sites - for example, they use a simulated connection speed often slower than the average user, and they're testing an individual page once (that may or may not be cached).
This is important to remember as it's a one time test - it's not looking at the data actually collected from real-users on the site.
That's why we point you back to the LEAP dashboard that's collecting data on your users and relaying information about how you can improve scores as needed.
