If you consistently receive less traffic or earnings and dip below your plan's monthly revenue quota, you will be automatically dropped into a lower tier so that what you pay will reflect this. This feature is in place to protect you to ensure you are not losing money with Premium.
This is based on the site's revenue and traffic disregarding the premium earnings. Moving down tiers will decrease premium revenue, but if your site starts to bounce back up in Ezoic Ad Partner revenue and traffic, you will be able to move up the tier ladder.
