If the majority of your traffic is from countries other than US, Canada, UK, or Australia, you may find it hard to build up a high EPMV.
I would suggest you go to the Content tab in Big Data Analytics. Click on Landing Pages. Set a filter to eliminate pages with only one or two visits because those low visits can skew the results.
Take a look at the EPMV for each article where visitors arrive on your site. If certain types of articles get higher EPMV, perhaps you can increase the amount of similar content on your site.
