in this case the site does not work, if I change something on the site if the cache is not cleared new materials are not displayed.

You can clear the cache for specific pages or just exclude the homepage from caching if that's your preference. In addition, the cache hit rate is something you will monitor over several days now that you have enabled Override Cache Control Headers. That percentage (1.9%) is referring to a 30-day period. It's not going to instantly update.
